On the booking screen, separate the protection included in the rental rate from the collision damage waiver (CDW) and any option that waives the non-operation charge (NOC). This guide compares the fees and NOC amounts at Toyota, Nippon, Times, Orix, Nissan, JR Eki, Sky, Niconico and Guts Rent-a-Car.
The comparison uses the companies' Japanese standard schedules checked in October 2026, with selected terms rechecked on 1 November. Packages sold through an overseas booking channel may already include some protection; check the breakdown before adding these amounts. The section on personal motor insurance concerns policies issued in Japan.
Separate the three layers of protection
| Layer | What it does | What to check |
|---|---|---|
| Basic protection | Liability for injuries to others, third-party property damage, rental-vehicle damage and personal injury, included in the rental rate; Guts does not include vehicle insurance | The customer pays the property and vehicle deductibles after an eligible accident, commonly ¥50,000 each |
| Collision damage waiver (CDW) | An optional waiver of the property and vehicle deductibles | CDW alone does not waive NOC; single-vehicle accident exclusions also need checking |
| NOC waiver | An optional waiver of the charge for lost business while the car is repaired or cleaned | Often sold together with CDW |
NOC is a charge toward the rental company's lost business while a damaged or dirty car is out of service. Nippon, Orix, JR Eki and Guts explicitly state that NOC still applies with CDW alone.
Protection fees and NOC at nine companies
These are compact-class reference fees for a 24-hour rental. Protection fees include tax and are charged per 24 hours or day, as specified by the company. NOC is an amount payable after an incident, not a daily option fee. “Driven back” means the car is returned under its own power to the agreed branch; a car that can move but is not returned there may attract the higher NOC.
| Company | CDW | Total for protection that also waives NOC | NOC: driven back / not driven back |
|---|---|---|---|
| Toyota Rent a Car | ¥1,100 | Double Protection Package (Anshin W Plan): ¥1,650 | ¥20,000 / ¥50,000 |
| Nippon Rent-A-Car | ¥1,100; up to ¥2,200 for other classes | CDW + ECO at ¥440 = ¥1,540 | ¥20,000 / ¥50,000 |
| Times CAR RENTAL | CDW course: ¥1,100 | Safety Package: ¥2,200 | ¥20,000 / ¥50,000 |
| Orix Rent a Car | ¥1,100 | CDW + RAP at ¥660 = ¥1,760 | ¥20,000 / ¥50,000 |
| Nissan Rent a Car | Standard Plan: ¥1,650 | Full Support Plan: ¥2,200 | ¥20,000 / ¥50,000 |
| JR Eki Rent-a-Car | ¥1,100 | CDW + NOC Support at ¥550 = ¥1,650 | ¥20,000 / ¥50,000 |
| Sky Rent-a-Car | ¥1,100 in Honshu and Shikoku | CDW + Anshin Compensation Wide at ¥1,100 = ¥2,200 in Honshu and Shikoku | ¥20,000 / ¥50,000 |
| Niconico Rentacar | ¥1,100 | CDW Plus: ¥1,650 | ¥20,000 / ¥50,000 |
| Guts Rent-a-Car | ¥1,100 | — | ¥30,000 / ¥50,000 |
Sky's regional fees differ: Hokkaido charges ¥1,320 + ¥880, Kyushu ¥1,430 + ¥770, both totalling ¥2,200. Okinawa charges ¥1,650 + ¥880, totalling ¥2,530. Nissan's Light Plan has no enrolment fee, but the customer pays the property and vehicle deductibles of ¥50,000 each plus NOC after an eligible accident. Arranging JAF roadside assistance under that plan costs ¥25,000 per callout.
Larger vehicles can have higher protection fees and NOC. For Times W-4 vehicles such as the Noah or Serena, CDW costs ¥1,430 and the Safety Package ¥2,530; NOC is ¥30,000 / ¥70,000. Nissan's minivan and SUV Standard Plan costs ¥2,200, and Full Support ¥2,750, with NOC of ¥30,000 / ¥70,000. Orix RAP for WA-class vehicles such as the Noah or Serena costs ¥1,320. Niconico adds ¥550 to each protection fee for F1 vehicles.
What the additional plans cover
Some NOC-waiver plans also cover tyres or provide a limited extension benefit.
| Company and plan | Costs waived or covered | Other benefits and conditions |
|---|---|---|
| Toyota Double Protection Package | Deductibles, NOC, damaged-tyre repair or replacement, and loss or damage of a hubcap alone | — |
| Nippon ECO | NOC; excludes NOC arising from theft, soiling or odour not attributable to the company | — |
| Nippon Recommended Course (Anshin Course) | Unlimited third-party property protection; personal injury up to ¥50 million per person instead of the Standard Course's ¥30 million | Five free roadside services, including tyre-related help; half-price late-return charges for up to 3 hours; no halfway cancellation charge, subject to conditions |
| Times Safety Package | NOC, tyre damage from a puncture and lost hubcaps | Includes roadside assistance, which the other courses do not include |
| Orix RAP | NOC and damaged-tyre repair or replacement, up to ¥20,000 | Up to 1 hour's extension free if reported at least 1 hour before the due time and returned within opening hours; halfway cancellation charge waived, except where actual use is 12 hours or less |
| Nissan Full Support Plan | Deductibles and NOC | Up to 1 hour's extension free if reported at least 1 hour before the due time; the Standard Plan has the same extension benefit |
| JR Eki NOC Support + Full Support Anshin Plan | NOC, tyre and wheel damage, damaged or lost hubcaps and keys | Roadside callout costs waived in full, excluding fuel supplied after running out |
| Sky Anshin Compensation Wide | NOC, punctures, wheel damage, stone-chip cracks in glass, damaged or lost interior equipment | Lost hubcaps are excluded |
| Niconico CDW Plus / Perfect Protection | NOC; Perfect Protection also waives the vehicle deductible for a single-vehicle accident | With ordinary CDW or CDW Plus, the vehicle deductible remains payable for hitting a pole, guardrail or similar object |
Nippon's Recommended Course is a basic-rate choice, separate from CDW and ECO. In the Japanese standard-class schedule, 24 hours costs ¥9,570, ¥660 more than the Standard Course. Treat that as a domestic reference rate, not a quote for an overseas booking package.
JR Eki requires CDW before adding NOC Support. Its Full Support Anshin Plan requires both CDW and NOC Support and is unavailable at some branches. Where JR Eki supplies a partner company's car, that partner's rental contract and protection terms apply.
Compare the amount you could pay after an accident
The following calculations assume a covered accident damaging both third-party property and the rental car. They exclude towing, damage above the coverage limit and excluded damage. Protection fees shown in brackets are for a 24-hour rental and are separate from the accident costs in the two right-hand columns.
| Protection selected | Car driven back | Car cannot be driven back |
|---|---|---|
| Toyota C1, no optional waiver | ¥120,000 | ¥150,000 |
| Toyota C1, CDW (¥1,100) | ¥20,000 | ¥50,000 |
| Toyota C1, Double Protection Package (¥1,650) | ¥0 | ¥0 |
| Guts C-1, no CDW | Up to ¥130,000 | Up to ¥200,000 |
| Guts C-1, CDW (¥1,100) | ¥30,000 | ¥50,000 |
Toyota's property and vehicle deductibles are each ¥50,000, plus NOC of ¥20,000 or ¥50,000. Guts does not include vehicle insurance in its rate: the customer pays up to ¥50,000 for damage to a car that can be driven back, or up to ¥100,000 if it cannot. Add the ¥50,000 property deductible and NOC. Guts CDW does not waive NOC.
Toyota states that customers without CDW may need to deal directly with the other party in a property-damage accident, depending on the amount of damage. This arrangement is being introduced progressively from January 2026.
When to enrol and who is eligible
Choose protection before completing pickup. Most companies do not allow you to add or cancel it once the rental has started.
| Company | When to enrol | Eligibility conditions |
|---|---|---|
| Nippon Rent-A-Car | CDW and ECO cannot be added or cancelled after pickup procedures | May decline a driver considered unsuitable because of a previous accident record |
| Orix Rent a Car | No additions or cancellations during the rental; RAP is available at the counter before departure | — |
| JR Eki Rent-a-Car | At reservation or pickup; no additions or cancellations after pickup procedures | Full Support Anshin Plan is unavailable at some branches |
| Sky Rent-a-Car | By departure; no additions or cancellations during the rental | — |
| Niconico Rentacar | Before departure; no additions or cancellations afterwards | Additional protection unavailable to drivers under 21 or licensed for less than 1 year; previous accident history may also affect eligibility |
| Guts Rent-a-Car | No additions or cancellations after the rental contract is completed | CDW unavailable to drivers licensed for less than 1 year, under 21, aged 70 or over, or with a previous accident in a Guts rental |
Declare every driver at pickup. Accidents involving an undeclared driver are excluded by many companies. Check your documents separately in the guide to driving in Japan on a foreign licence; being able to drive legally and being eligible for an optional protection plan are separate checks.
When protection does not apply
Even with CDW and an NOC waiver, exclusions remain. Examples include an accident not reported to the police or rental company, driving during an unauthorised extension, an undeclared driver, filling with the wrong fuel, and soiling or odour from smoking in a non-smoking car. The exact exclusions differ by company. Before departure, read the company's accident, puncture and lost-key procedures and keep its assistance contact with the rental agreement.
Nippon ECO excludes NOC caused by theft, soiling or odour not attributable to the company. Nissan specifies a separate ¥77,000 penalty if it determines that someone smoked in a non-smoking car; this is separate from NOC.
Personal motor insurance and one-day policies
This section concerns Japanese motor-insurance products. It does not establish cover under a policy issued in your home country, travel insurance or a credit-card benefit. Check those directly with your insurer, including whether you must pay the rental company first and claim reimbursement later.
A Japanese personal motor policy's “other car driving” endorsement and a one-day policy bought at a convenience store or by phone treat rental cars differently.
| Japanese insurer | Other-car-driving endorsement and rental cars | One-day motor policy and rental cars |
|---|---|---|
| Tokio Marine & Nichido | Accidents in temporarily borrowed vehicles, including friends' cars and rentals, can be covered if the endorsement is included | Choinori Insurance excludes rental and car-sharing vehicles with rental-registration plates |
| Sompo Japan | The endorsement covers accidents while driving borrowed vehicles in eight specified private-use categories; its product page does not name rentals, while its own explanatory article includes rentals and replacement cars | Norupita excludes cars used for rental or car sharing |
| Mitsui Sumitomo Insurance | Covers rental cars within the eight specified private-use categories | 1DAY Insurance excludes rental cars and car-sharing vehicles, subject to its stated exception for non-rental-registration car sharing |
| Aioi Nissay Dowa Insurance | Covers rental cars within the eight specified private-use categories | One Day Supporter excludes rental and car-sharing vehicles |
The main conditions to check are:
- The eight private-use categories cover ordinary, small and kei passenger cars; small and kei goods vehicles; ordinary goods vehicles with a load capacity of up to 2 tonnes; and camping vehicles, as described by Aioi Nissay Dowa.
- Sompo Japan and Mitsui Sumitomo exclude accidents while parked or stopped. Mitsui Sumitomo gives a parked rental damaged in a hit-and-run as an excluded example.
- Damage to the borrowed car depends on your own policy's cover. Tokio Marine & Nichido limits payment to accidents covered by your vehicle-damage insurance, up to the property-liability sum insured. Mitsui Sumitomo's vehicle-damage cover is limited to the borrowed vehicle's market value.
- A claim affects the Japanese policy's no-claims rating as an accident in your own car would. Mitsui Sumitomo gives an example of a third-party injury claim reducing the rating by 3 classes.
Ask your insurer specifically whether the rental company's deductible and NOC are payable under your endorsement.
Annual driver insurance for people who do not own a car is another product. Sompo Japan says its driver insurance covers rental and car-sharing vehicles. Mitsui Sumitomo is ending sales of its driver insurance with contracts starting on 31 March 2027.
Five checks before booking
- Basic coverage limits and the separate property and vehicle deductibles.
- CDW and NOC-waiver fees, including whether each is charged per day or per 24 hours.
- Whether the selected package includes an NOC waiver or requires a separate option.
- Whether every driver's age and length of licence ownership meet the eligibility rules.
- If relying on your own insurance, whether it covers this rental and how it treats NOC.
Compare the total rental rate plus protection fees, rather than the base rate alone. The Japan rental-company comparison provides a starting point for comparing companies and rental costs.
Frequently asked questions
Does CDW also waive NOC?
Ordinary CDW does not. It waives the property and vehicle deductibles within its conditions; NOC is separate. NOC-waiver options include Toyota's Double Protection Package, Nippon ECO, the Times Safety Package, Orix RAP, Nissan Full Support, JR Eki NOC Support, Sky Anshin Compensation Wide, and Niconico CDW Plus or Perfect Protection. Guts CDW does not waive NOC.
Can I add protection after collecting the car?
Nippon, Orix, JR Eki, Sky and Guts do not allow additions or cancellations after pickup or during the rental. Decide before the pickup procedures are completed.
Is my own motor insurance enough?
For Japanese policies, Tokio Marine & Nichido, Mitsui Sumitomo and Aioi Nissay Dowa describe rental-car cover under their other-car-driving endorsements. Conditions still apply, including exclusions for parked or stopped vehicles, and a claim can reduce your no-claims rating. Check deductibles and NOC with your insurer before deciding whether to buy the rental company's protection. An overseas policy needs its own confirmation.
Can a Japanese one-day policy cover a rental car?
The four products compared here do not cover rental cars: Tokio Marine & Nichido Choinori Insurance, Sompo Japan Norupita, Mitsui Sumitomo 1DAY Insurance and Aioi Nissay Dowa One Day Supporter.
