Question
Driving on Okinawa's main island and how to plan it
When to use this guide
From planning after booking to the last day's return
Scope
Naha area, Route 58, Okinawa Expressway and the Naha Airport area on the main island; outlying islands are not covered
Cost basis
Okinawa Expressway standard-car tolls (departing 12:00 on 29 September 2026) and Shurijo Castle Park parking; no total trip costs

Okinawa's main island has bus-lane restrictions on Route 58 and other Naha-area roads from 07:30 to 09:00 and from 17:30 to 19:00 on weekdays. Route 331 near Naha Airport is congested by expressway construction, and a further night closure is scheduled for around mid-November.

This page covers the traffic restrictions and how to divide your time: bus lanes, accident-prone spots in Naha, Okinawa Expressway tolls, parking at major sights, typhoons and the last day's return. Drivers with a foreign licence should first check the documents in our licence and IDP guide.

Watch for bus lanes around Naha on weekday mornings and evenings

Bus-lane restrictions come in two types: bus-only lanes and bus-only roads. On multi-lane roads such as Route 58, only the first lane, next to the pavement, is a bus-only lane. On roads with one lane each way, such as Kokusai-dori, the road itself is bus-only. The restrictions do not apply on Saturdays, Sundays and public holidays, on 2 and 3 January, or when route buses are suspended by a typhoon or similar.

The hours are 07:30–09:00 and 17:30–19:00 (map in effect from 2 May 2025). They cover Route 58 from Naha to Isa in Ginowan, plus Routes 329, 330 and 507, Kokusai-dori (Prefectural Road 39) and parts of Prefectural Roads 222 and 29. The restricted direction differs by section. The Okinawa Prefectural Police map of roads with bus-lane restrictions shows the direction and hours for the section you will use.

Type General vehicles (including rental cars) during restricted hours
Bus-only lane (Route 58 and others) Drive in a lane other than the bus lane
Bus-only road (Kokusai-dori and others) No entry (open only to buses, taxis, two-wheelers and permitted vehicles)

Japan's Road Traffic Act lists cases where you need not keep to the designated lane, such as moving to the left edge of the road to turn left (Article 20, paragraph 3). This does not let you keep driving in the bus lane during restricted hours.

When using Route 58 and similar roads on weekday mornings and evenings, first check whether your direction and time fall within the restrictions. If you cannot change your time, set your navigation route on the basis that you will stay out of the far-left lane.

Kokusai-dori becomes a bus-only road during weekday restricted hours

General vehicles cannot use Kokusai-dori during the weekday restricted hours. On days when you are visiting it, plan your route so that you park nearby and walk.

Know Naha's busy hours and accident-prone spots first

Okinawa Prefecture names severe congestion concentrated in the morning and evening as a major issue. Keeping sightseeing and travel in Naha away from weekday mornings and evenings helps you avoid both the bus lanes and the congestion.

On 1 June 2026, the Okinawa Prefectural Police released a Risk Map (rental car accident risk analysis), based on analysis of past accident data and other information. It marks these five spots on the way to popular areas such as Shuri Castle and Kokusai-dori.

Spot What to watch for Example destinations using this spot
Kokusai-dori area Very heavy pedestrian and vehicle traffic, with many collisions with stopped vehicles. Watch for pedestrians crossing unexpectedly Kokusai-dori
Near Asahibashi Station Some intersections have no signals, so right-angle collisions are a high risk. Heavy traffic and many lanes Kokusai-dori, Shuri Castle, American Village, Naminoue Shrine
Kumoji Intersection An area with many accidents and very heavy traffic. Watch for rear-end collisions from inattention in jams and for contact when changing lanes Kokusai-dori, Shuri Castle, American Village
Near Akamine Intersection On a slope, with many facilities nearby and many people and cars. Watch for rear-end and side collisions Peace Memorial Park, Umikaji Terrace, Nakachi Interchange, Naha Airport
Asato Viaduct Heavy traffic on a slope with merging. Keep your following distance Shuri Castle, DFS (duty-free store)

Kumoji is also within the Route 58 bus-lane section. On days when you use Route 58 during restricted hours, stay out of the far-left lane and choose a route with few lane changes.

Heading north: check Okinawa Expressway tolls and ETC

From the Naha area to the north of the island, you can compare routes using the Okinawa Expressway (Naha IC to Kyoda IC). The special 35.5% discount on the whole route for ETC vehicles continues until the end of March 2027. It does not apply to vehicles without ETC, such as cash payers.

Section (standard car) ETC toll Without ETC (regular toll)
Naha IC → Kyoda IC ¥1,040 ¥1,610
Nishihara JCT → Kyoda IC (joining from the Naha Airport Expressway) ¥1,000 ¥1,550

These amounts come from the NEXCO West Japan toll search for a weekday midday trip (departing at 12:00 on Tuesday 29 September 2026). On the route from the Naha Airport side via the Naha Airport Expressway, joining the Okinawa Expressway at Nishihara JCT, the Haebaru Road is a toll-free section. The toll is calculated from Nishihara JCT. Late-night discounts and similar can change the amount at some hours, so search again for your own date and time.

ETC tolls need a car with an ETC unit and an ETC card. Our ETC card guide compares bringing a card with renting one.

Check parking for each destination first

Parking fees, hours and reservations differ between sights. Shurijo Castle Park and Ocean Expo Park, home of the Okinawa Churaumi Aquarium, compare as follows.

Destination Parking What to check when planning
Shurijo Castle Park Suimui-kan car park (basement levels 1 and 2). Small cars ¥500 for the first 60 minutes, then ¥250 per 30 minutes, up to ¥1,000. Open 08:30–19:30 (until 18:30 from December to March). Maximum stay three hours General vehicles cannot reserve. When busy or full, you may be directed to private car parks nearby. On Sunday 22 November 2026 the park and car park are closed
Ocean Expo Park All nine car parks in the park are free Whether a car park is full is shown on the park's current parking status page

On days when you stay at a hotel in Naha, check whether it has parking, the fee and whether you need to reserve when you book your room.

Do not plan to wait on the street or in front of a shop, even briefly.

Rework your driving plans when a typhoon approaches

An average of 7.7 typhoons a year approach the Okinawa region (the 30-year average for 1991–2020). By month, that is 2.2 in August, 1.9 in September, 1.5 in July and 1.1 in October. "Approach" here means the typhoon's centre comes within 300km of a weather station in the Okinawa region.

Okinawa's typhoon season runs roughly from July to around October, but typhoons can also approach in May, June and November. Flights and ferries to the outlying islands may be cancelled even without a warning. When a storm warning is issued, buses and the monorail generally stop running. While a typhoon is close, strong winds send objects flying, so it is safest to stay indoors at your accommodation.

Do not keep any driving plans during the storm. Have your airline's flight information and the rental company's contact details to hand. If a cancelled flight extends your stay, you also need to extend your rental, so contact the departure branch. Our cancellation guide sets out the conditions for cancelling a reservation.

On the last day, set aside time for fuel and return

Route 331 near Naha Airport is congested by construction

If you return near Naha Airport, allow separate time for returning to the branch and for the shuttle to the airport. Nippon Rent-A-Car Naha Airport Toyosaki is about 20 minutes from the airport by shuttle bus. Naha Airport Expressway construction is congesting Route 331, and the shuttle between branch and airport can take up to about an hour. Return is due at least two hours before your flight's scheduled departure.

For bridge construction on the Naha Airport Expressway and Oroku Road, a closure of part of Route 331 between Senaga and Nakachi intersections is scheduled for around mid-November, with the date and time to be announced on roadside information boards and the Southern National Highway Office website. On days with an evening flight, or an evening return to a branch in Toyosaki or Tomigusuku, also check whether you will use this section. Near Akamine Intersection, on the way to the airport, is also a spot marked on the police Risk Map.

What to decide for the last day

Fill up near the branch you are returning to. Our refuelling and return guide covers filling up and settlement.

  • Return deadline: check your company's deadline (two hours before scheduled departure at Nippon Rent-A-Car Naha Airport Toyosaki) and the shuttle time on your confirmation and the branch's information
  • Petrol station: pick one near the return branch, and keep the receipt after filling up
  • Time: if you pass through Naha between 17:30 and 19:00 on a weekday, check the bus-lane section and direction before choosing a route
  • Closures: if you will use Route 331 (Senaga to Nakachi) at night in mid-November, check the closure date and time

Our airport pickup guide explains how to think about shuttles and flight times.
